Modernizes emergency succession language throughout Delaware's continuity of government laws by replacing outdated references to "attack" with broader "emergency event" definition covering terrorism, disease, accidents, and natural/man-made disasters.

Establishes special emergency judges (3-7 per court member) designated by the Governor to exercise judicial powers when regular judges are unavailable following an emergency event, with clear succession order and duty to maintain minimum of 3 qualified successors.

Enables legislative members to designate 3-7 emergency interim successors to exercise their powers and duties during emergencies, with leadership able to designate successors for members who fail to do so within required timeframes.

Authorizes executive branch officers to designate 3-7 emergency interim successors in addition to existing deputies, and allows political subdivisions to establish succession procedures for municipal and county officers.

Suspends quorum requirements and proportional voting thresholds during emergencies, allows temporary relocation of state and local government seats, and permits emergency interim successors to serve 2 years following an emergency event before expiration.
