Allows Delaware attorneys or unrepresented injured individuals to request written disclosure of bodily injury liability limits from insurers prior to filing a civil action for motor vehicle accident injuries.

Requires requesting parties to provide the accident date, liable party information, police report, claim number, and the injured person's medical records, medical bills, and wage-loss documentation.

Obligates insurers to disclose bodily injury policy limits within 30 days if submitted medical bills and wage losses total $12,500 or more, regardless of whether the insurer disputes policy applicability.

Specifies that disclosure of policy limits does not constitute admission of liability and prohibits such information from being admissible as evidence at trial.

Requires disclosed insurance information to remain confidential and available only to the injured individual, their attorney, and the attorney's office personnel.
