Make delivering or attempting to deliver contraband into a detention facility using an unmanned aircraft system a class F felony, elevating it from the standard class A misdemeanor for promoting prison contraband.

Define contraband subject to felony charges when delivered by drone to include cellular telephones, prohibited electronic devices, illegal narcotics or look-a-like substances, and prescription medications.

Establish penalties for unlawful unmanned aircraft system use as an unclassified misdemeanor for first offense and class B misdemeanor for subsequent offenses, or class A misdemeanor if physical injury or property damage results.

Restrict operations of unmanned aircraft systems over sporting events with more than 1,500 attendees, critical infrastructure, and active first responder incidents, with exemptions for law enforcement, authorized commercial operators, and educational institutions.

Preempt local and county authority to regulate unmanned aircraft systems, reserving all regulatory power to the state.
