Dissolves the Delaware Interagency Council on Homelessness (DICH), a 25-member body established to oversee implementation of plans to reduce homelessness and coordinate state programs for homeless individuals and families

Eliminates the DICH because its functions became duplicative after the federal Continuum of Care was established in July 2015, which now handles statewide coordination on homelessness issues

The Continuum of Care has assumed responsibilities previously handled by DICH, including reviewing system performance, identifying gaps, and advancing solutions for homelessness

Membership overlap between DICH and the Continuum of Care made it difficult to achieve quorum at DICH meetings, rendering the council impractical to maintain

Reserves the statutory section (§ 4060) for potential future use rather than repealing it entirely
