Permits architects, engineers, and professional design or surveying service providers to obtain mechanic's liens in connection with their services for improvements to land.

Restricts architects' and engineers' lien rights to cases where either: (i) the improvements contemplated by the services are actually constructed, or (ii) the surveys or plans are approved by the governmental authority having jurisdiction or recorded at the applicable Recorder of Deeds.

Adds engineers and professional design/surveying service providers to the existing list of professionals eligible for mechanic's liens, which previously included architects only.

Becomes effective upon enactment.
