Expands eligibility for Alternative Routes for Teacher Licensure and Certification (ARTC) programs by reducing content knowledge requirements from a coherent major (30+ credits) to 24 credits in the subject area or passing scores on a content-readiness exam.

Clarifies that ARTC program participants must complete at least 200 hours of formal instruction or equivalent professional development covering curriculum, student development, and classroom management.

Establishes that participants must obtain initial licensure upon meeting basic criteria (bachelor's degree, content knowledge, health/background clearance, and employment offer), then earn standard certification by meeting exit requirements within 2 years of teaching.

Requires participants to receive two summative evaluations using a state-approved system (with no more than one unsatisfactory rating), pass content-readiness exams, and pass a performance assessment to obtain standard certification.

Repeals the previous requirement for certified evaluators to prepare comprehensive evaluation reports and instead places documentation responsibilities on the ARTC program provider and local education agency to verify completion of requirements.
