Establishes the "Professional Athlete Funding Act" to authorize and regulate player brand agreements between professional athletes and investors.

Defines player brand agreements as written contracts where professional athletes commit to pay a specified percentage of future income in exchange for upfront payments for career development, personal finances, or other purposes.

Limits player brand agreements to a maximum of 30% of future professional income and a maximum duration of 30 years.

Requires player brand agreements to be in writing in the athlete's native language, documented with audio or video recording of the signing, and confirm the athlete had opportunity to consult with a lawyer or financial advisor.

Establishes that player brand agreements are valid, binding contracts not subject to loan regulations, and grants the Division of Consumer Protection enforcement authority over non-compliant agreements.
