Expands eligibility for special animal welfare, farmland preservation, Marine Education Research and Rehabilitation Institute, Delaware Equine Council, and Keep Delaware Beautiful license plates to include trailers with a manufacturer's gross vehicle weight rating (GVWR) of 26,000 pounds or less.

Increases the maximum truck size eligible for these special license plates from 3/4-ton (10,000 pounds GVWR) to trucks with a GVWR of 26,000 pounds or less.

Applies changes to five special license plate programs: § 2139F (animal welfare), § 2139H (farmland preservation), § 2139O (Marine Education Research and Rehabilitation Institute), § 2139W (Delaware Equine Council), and § 2139Z (Keep Delaware Beautiful).

Maintains eligibility for private passenger vehicles to display all five types of special license plates.
