Authorizes Delaware's Thoroughbred Racing Commission to participate in the Interstate Anti-Doping and Drug Testing Standards Compact (renaming the existing "Interstate Licensing Compact").

Creates an interstate compact to establish uniform, breed-specific rules and standards for permitted and prohibited use of drugs and medications in live pari-mutuel horse racing across member states.

Establishes a Compact Commission composed of one delegate from each member state's racing commission, requiring an 80% supermajority vote to propose and adopt compact rules.

Grants the Compact Commission authority to hire staff, establish committees, adopt bylaws, and collaborate with industry stakeholders including Racing Commissioners International and the Racing Medication and Testing Consortium.

Takes effect October 1, 2018; Delaware's substantive state laws on pari-mutuel horse racing remain in full force, and the Harness Racing Commission is explicitly excluded from the compact.
