Expands eligible offenses for the Juvenile Civil Citation Program to include all misdemeanor acts of delinquency, except Title 21 misdemeanors, unlawful sexual contact (§ 767 of Title 11), and unlawful imprisonment second degree (§ 781 of Title 11).

Modifies the definition of "qualified juvenile offender" to require no prior adjudication of delinquency and no prior referral to the Juvenile Civil Citation or other diversion program unless at least 1 year has elapsed since the first referral and it was for a different offense.

Requires civil citation providers to assess referred juveniles using an approved risk assessment tool and recommend appropriate interventions such as counseling, treatment, or community service based on identified needs.

Establishes that civil citation community providers must be engaged in rehabilitation of accused persons in the criminal justice system and be either authorized users or authorized agencies under Chapters 8608-8611 of Title 11.

Takes effect July 1, 2019.
