Amend § 6004 of Title 7 of the Delaware Code to add a new subsection (e) allowing the Secretary to renew or extend construction permits for up to 2 additional years without following the standard permit application process.

Permit renewal or extension without standard procedures requires: no previous renewals or extensions, certification that plans and specifications have not materially changed in ways that would cause net adverse environmental impact, and a written request submitted within 3 years of the permit grant date.

Secretary may waive the streamlined renewal process if circumstances exist that warrant conditioning the renewal or extension on compliance with standard permit application procedures.

Extensions or renewals granted under this streamlined process are final administrative decisions and not subject to appeal under § 6008 of Title 7.
