Amend Section 3-304 of the City of Wilmington Charter to allow the City to determine by ordinance whether and to what extent employees must be city residents, rather than imposing a blanket residency requirement.

Employees subject to Delaware Code Title 22, Section 841 requirements are exempt from residency requirements after 5 years of employment with the City.

Remove the previous requirement that all officers, regular employees, and probationary employees be residents at the time of hire, and instead allow the City to establish residency timelines by ordinance.

Clarify that any residency requirement does not apply to additional advisory boards appointed by the mayor under Section 3-100(g) of the Charter.

The amendment does not affect other existing residency requirements in the Charter, such as the requirement for City Council members under Section 2-103.
