Creates a new "residential electrician" license category that allows electricians to perform residential electrical work without direct onsite supervision of a master or journeyperson electrician.

Residential electricians are limited to work on residential dwellings prior to grid connection or work on/beyond the breaker panel or fuse box in residential buildings.

Requires residential electricians to pass a Board-approved exam and have either 4,000 hours of full-time electrical experience or completion of an approved Residential Apprenticeship program.

Increases monetary penalties for violations from $500 to $1,500 per violation and increases criminal penalties for unlicensed electrical work from $500-$2,000 to $1,500-$2,300.

Provides a 60-day grace period after enactment for applicants meeting experience requirements to obtain residential electrician licensure without taking the required exam.
