Authorizes pharmacists and pharmacies to decline dispensing prescription drugs or providing pharmacy services to insured individuals when reimbursement is less than the pharmacy acquisition cost.

Prohibits pharmacy benefit managers from reimbursing pharmacists or pharmacies for prescription drugs or pharmacy services at amounts lower than what the pharmacy benefit manager reimburses itself or its affiliates for the same drugs or services.

Applies to insurers, nonprofit health service plans, and health maintenance organizations that provide prescription drug and pharmacy service coverage in Delaware, whether directly or through pharmacy benefit managers.
