Requires public employers to provide employee information to the exclusive bargaining representative upon request for employees who qualify for an appropriate collective bargaining unit

Establishes a new "fair share fee" system allowing collective bargaining agreements to require deduction of fees from non-union members' salaries, which must be transmitted to the exclusive representative

Mandates that unions establish procedures before collecting fair share fees, including providing non-members an explanation of the fee basis, an opportunity to challenge the fee amount before an impartial decision maker, and an escrow account for disputed amounts

Prohibits public employers from refusing to deduct fair share fees based on claims that the union has not met its procedural obligations

Requires any legal challenges to fair share fees or rebates to be filed within 6 months of receiving notice or exhausting the union's internal challenge procedure, whichever is later
