Authorizes the Department of Transportation to install and operate automated speed enforcement (ASE) systems in highway work zones where speed limits are 45 mph or greater, but only when at least one worker is present

ASE systems may only capture images of vehicles traveling 12 mph or more over the posted work zone speed limit, and conspicuous warning signs must be posted before each work zone

Imposes a civil penalty not exceeding $40 for violations, with additional late fees up to $30 for payments not made within 90 days; violations do not result in points on driver's licenses or affect driving records or insurance rates

Establishes procedures for contesting violations through informal hearings in Justice of the Peace Court, with the Division of Motor Vehicles authorized to refuse registration renewals or suspend licenses for non-payment

Requires ASE system operators to complete manufacturer training and maintain daily setup logs, with systems undergoing annual independent calibration checks
