Replace terminology of "affidavit" with "statement" throughout Delaware's absentee voting code to simplify the language and reduce notarization requirements for most voters.

Allow self-administered statements (without notarization) for voters who qualify under specific reasons including disability, business providing care to family members, military service, or other designated categories under § 5502.

Permit voters voting in person at the Department to present ID acceptable to a notary instead of requiring a notarized affidavit.

Maintain existing absentee ballot request procedures including the requirement to file statements no later than 12:00 noon the day before the election, with statements containing voter name, address, date of birth, political party affiliation, and reason for absentee voting.

Effective January 1, 2018.
