Empowers each county in Delaware to establish and enforce maintenance regulations for for-profit cemeteries, excluding churches, religious organizations, non-profits, and veteran organizations.

Specifies 12 recommended maintenance requirements including grass mowing, weed removal, grave marker repair, road maintenance, trash removal, and pest control.

Allows exemptions for cemetery sections maintained in natural condition and sections without sold or available burial lots with perpetual care.

Requires for-profit cemeteries selling burial lots with perpetual care to maintain written minimum standards conforming to or exceeding state recommendations and provide copies to consumers before settlement.

Authorizes counties to impose penalties on for-profit cemeteries that fail to comply with county maintenance requirements.
