Establishes a training wage allowing employers to pay employees age 18 or older up to $0.50 less than the minimum wage during their first 90 consecutive calendar days of employment.

Creates a youth wage allowing employers to pay employees under 18 years of age up to $0.50 less than the minimum wage.

Increases Delaware's minimum wage to $8.75 per hour, effective January 1, 2019.

Both the training wage and youth wage provisions take effect January 1, 2019.
