Requires all new school construction and major renovations to include a secured vestibule with intercom or video call box as the primary entrance to screen visitors.

Mandates installation of ballistic resistant glass or materials in all vestibule, lobby, and office areas used to screen visitors.

Requires classroom doors that can be locked from outside using a key or magnetic card locking system, in compliance with Delaware State Fire Prevention Regulations or National Fire Protection Association standards.

Mandates installation of a panic button or intruder alert system that can be activated from the school office and handheld devices.

Requires the Office of Management and Budget Facilities Management to coordinate with the Department of Safety and Homeland Security to review construction plans and verify compliance with safety requirements using Crime Prevention Through Environmental Design principles.
