Amends Delaware Code Title 14 to establish a mechanism for districts and charter schools to receive state funds for school nurses when the existing funding formula does not provide for one nurse per facility.

Requires the Department of Education to establish an application process for districts and charter schools to request additional school nurse funding.

Limits funding to fiscal years in which appropriations are made for this purpose, with the Secretary of Education determining fund allocation if appropriations are insufficient to meet all requests.

Permits districts receiving funds under this section to levy a "match tax" under existing law to cover the local portion of school nurse salaries.

Requires any school nurse hired under this provision to meet Delaware's licensure and certification requirements under Chapter 12 of Title 14.
