Amends Delaware Code to change the word "teacher" to "educator" in the educator licensure fee reimbursement provision

Expands eligibility for reimbursement of the one-time licensure fee (up to $100) to include school specialists such as media specialists, school counselors, and school nurses who were previously excluded

Maintains the existing reimbursement structure where applicants who become employed in Delaware public schools can receive their licensure fee back

Corrects a 2016 oversight that inadvertently limited fee reimbursement to teachers only, excluding other licensed educators working in public schools
