Changes "citizen" to "person" throughout the Freedom of Information Act to extend public records access rights to non-residents of Delaware.

Allows public bodies to charge higher fees to non-residents for FOIA requests, with fees set in agency policies and must be approximate and reasonably reflect actual costs.

Extends the deadline for challenging validity of public body actions from 60 days to 90 days after learning of the action, with a maximum deadline extended from 6 months to 2 years.

Permits persons attending open public meetings to make audio and video recordings of the proceedings as long as the recording is not disruptive.

Clarifies that executive sessions can be held to discuss any individual's job qualifications or training pursuits, not just those of Delaware residents.
