Candidates cannot receive a certificate of election until all required campaign finance reports are filed and all fines assessed by the Commissioner of Elections are paid

Individuals are prohibited from running in future elections until all prior campaign finance reports are filed and all previously assessed fines are paid

Commissioner must notify candidates of incomplete or tardy reports within 1 business day (changed from "immediately"), and appeal deadline shortened from 30 days to 15 days

Commissioner must publish on the Department of Elections website the names of candidates who willfully failed to file reports, were assessed fines, or were reported to the Attorney General

Act takes effect January 1 following enactment into law
