Converts Delaware's Motor Voter Program from opt-in to automatic voter registration by requiring the Division of Motor Vehicles to establish an electronic voter registration program during driver's license transactions (issuance, renewal, or address changes).

Individuals can only decline automatic registration by affirmatively opting out during their Division of Motor Vehicles transaction; information is transferred to Department of Elections unless declination is recorded.

Division of Motor Vehicles must obtain and transmit specific information including legal name, date of birth, residence address, electronic signature, and attestation of voter eligibility and U.S. citizenship.

Protects individuals from wrongful registration charges if ineligible voters are automatically registered unless they willfully and knowingly violated state law; presumed defense applies if they vote after registration.

Makes technical corrections to existing voter registration provisions for state agencies (Health and Social Services, Department of Labor, and other agencies) with no substantive changes.
