Expands eligible offenses for the Juvenile Offender Civil Citation Program to include possession of drug paraphernalia in violation of § 4771(a) of Title 16, in addition to the existing offense of marijuana possession.

Changes eligibility from "first-time juvenile offenders" to "qualified juvenile offenders" to allow juveniles to receive a second civil citation if more than 18 months have elapsed since their first referral and the offenses are different.

Maintains requirements that participation in the program is voluntary, requires parental consent, and requires victim consent if a victim exists.

Permits peace officers to issue civil citations at their discretion to qualified juvenile offenders who have no prior adjudication of delinquency.
