Adds new subsection (j) to Delaware Code § 131 clarifying that the title does not prohibit counties from enacting or enforcing maintenance ordinances affecting areas within Department of Transportation rights of way in unincorporated residential subdivisions.

Enables county governments to enact ordinances concerning maintenance of sidewalks and other infrastructure in residential subdivisions where state rights of way are involved.

Maintains consistency with existing state code while explicitly recognizing concurrent county authority over maintenance matters in unincorporated residential areas.
