Establishes in-person early voting in Delaware for at least 10 days before any primary, general, special, or Chapter 73 election, including the Saturday and Sunday immediately prior to Election Day

Requires early voting polls to be open at least 8 hours daily, close no earlier than 7 p.m., and open by 7 a.m. on at least 5 of the early voting days

Commissioner of Elections shall designate and publish early voting locations at least 30 days before elections, with minimum of one location per county and one additional location in Wilmington for statewide elections

Commissioner determines whether early voting uses voting machines or paper ballots, with tabulation conducted simultaneously with absentee ballots

Department of Elections must establish procedures for daily updates of polling records to maintain election integrity

Takes effect January 1, 2020
