Prohibits purchasing, selling, offering for sale, possessing with intent to sell, or importing ivory or rhinoceros horn, with limited exceptions for antiques, musical instruments, guns, and knives manufactured before 1975 or at least 100 years old.

Allows the Department of Natural Resources and Environmental Control to issue permits for educational or scientific institutions to possess and sell ivory or rhinoceros horn if not prohibited by federal law.

Establishes criminal penalties ranging from fines of $1,000-$10,000 and up to 30 days imprisonment for first offenses, and $5,000-$50,000 fines and up to one year imprisonment for subsequent offenses, with amounts varying based on the value of the items.

Authorizes civil administrative penalties up to $10,000 in addition to criminal penalties and provides for forfeiture of seized ivory or rhinoceros horn for educational purposes, donation, or destruction.

Takes effect 6 months after enactment into law.
