Removes requirement for secret-ballot elections as the sole method for certifying exclusive bargaining representatives, allowing alternative demonstration of majority support methods.

Eliminates the entire section defining specific bargaining units and compensation bargaining procedures for state employees, including 12 previously defined job categories.

Makes compensation a mandatory subject of collective bargaining for any group of employees with a certified labor organization as their exclusive representative.

Removes the December 1 deadline for finalizing bargaining agreements, allowing negotiations to continue without triggering default compensation provisions.

Exempts collective bargaining agreements reached under these amended provisions from certain civil service rules and merit system salary schedule requirements.
