Establishes a 10-year lookback period for criminal convictions in cosmetology, barbering, electrology, and nail technology licensing, during which the Board will not consider convictions if no other criminal convictions occurred in the intervening time.

Allows the Board or Board President to waive criminal conviction restrictions if applicants meet specified criteria, including: for crimes against persons, more than 3 years have elapsed since conviction; for other felonies, more than 2 years; and applicant is not incarcerated, on probation/parole above Level III Supervision, or serving suspended sentences.

Requires applicants with criminal records to demonstrate they are capable of practicing competently and professionally and that granting a license will not endanger public health, safety, or welfare.

Applies the same criminal conviction waiver provisions to aestheticians under Section 5127, with identical waiting periods and eligibility criteria as cosmetology and barbering professionals.

Takes effect 90 days after enactment.
