Establishes a task force to conduct a comprehensive review of Chapter 70, Title 25 of the Delaware Code (the Manufactured Home Owners and Community Owners Act), including sections 7042 through 7046, with rent justification as a priority.

Task force voting membership consists of 14 members: 3 manufactured home residents (appointed by owner associations), 3 community owners from the First State Manufactured Housing Association, 2 real estate professionals, 1 member from the Delaware Manufactured Home Relocation Authority, 2 House members (1 from each caucus), and 2 Senate members (1 from each caucus).

Includes 4 non-voting advisory members: the State Attorney General, Director of Delaware State Housing Authority, 1 Delaware Community Legal Aid Society attorney, and 1 representative from Widener University Law School.

Requires the task force to meet monthly beginning with an initial meeting scheduled by July 1, 2017, and to submit written findings to the General Assembly and Governor by December 31, 2017.

Task force will review recent court and arbitration decisions concerning the rent justification process and receive non-legal staffing support from the State Attorney General's Office.
