Establishes a Task Force to investigate the cost of special education in Delaware and recommend cost efficiency strategies.

Task Force composition includes 18 members: legislators from both chambers and caucuses, state education officials, school administrators, special education coordinators, charter school leaders, teachers union representatives, parents, and representatives from education advisory groups.

Delaware Department of Education provides staff support for the Task Force.

Task Force shall define reasons for the rise in special education units and funding, study special education program funding for district and charter schools, recommend cost reduction strategies, and establish standards for cost-efficient service delivery.

Task Force must submit findings and recommendations to the Delaware General Assembly by April 1, 2019.
