Establishes the Medicaid Cost Efficiency Task Force to study Delaware's Medicaid program and provide findings and recommendations.

Task Force composition includes members from House and Senate majority and minority caucuses, Department of Health and Social Services, Medicaid Fraud Control Unit, Governor's Office, Medical Society of Delaware, Delaware Healthcare Association, and Office of Management and Budget (which chairs the task force).

Task Force shall investigate the current state of Delaware's Medicaid program, evaluate cost effectiveness, examine Medicaid fraud impacts and investigative agencies, and evaluate innovation options.

Delaware Department of Health and Social Services will provide staff support to the Task Force.

Task Force must report findings and recommendations to the Delaware General Assembly by March 15, 2018.
