Creates an Adult Use Cannabis Task Force to study potential regulation and taxation of adult-use cannabis in Delaware, drawing on experiences from the 8 states and District of Columbia that have already legalized it.

Task Force composed of 23 members including 4 legislators (2 from majority, 2 from minority caucuses serving as co-chairs), 9 state agency secretaries/directors, Mayor of Wilmington, medical marijuana industry representative, marijuana policy advocates, and representatives from law enforcement, business, and healthcare organizations.

Task Force required to study local authority and control, consumer safety and substance abuse prevention, packaging and labeling requirements, impaired driving concerns, and taxation and banking issues related to adult-use cannabis regulation.

Co-chairs responsible for scheduling initial meeting, managing administrative duties, and ensuring final report submitted to legislature and Governor by January 31, 2018.

First meeting must occur no later than September 7, 2017; General Assembly to provide support staff including a legislative attorney.
