Creates the Delaware Anti-Dumping and Anti-Littering Solutions Task Force to develop actionable strategies for reducing littering and illegal dumping across the state.

Task force membership includes the Secretaries of DelDOT (chair) and DNREC, the CEO of Delaware Solid Waste Authority, the State Attorney General, Keep Delaware Beautiful leadership, Delaware State Farm Bureau, two waste-hauling industry representatives, and optional appointees from legislative caucuses and county governments.

Task force must consider protocols for cleaning littering hotspots, expanding the Adopt a Highway program, minimizing litter from recycling trucks, supporting Keep Delaware Beautiful, developing public awareness campaigns, and reviewing enforcement of littering and dumping laws from 2015-2016.

Task force shall examine funding needs for recommended solutions, hold public workshops as needed, and keep all meetings open to the public with advance notice to media.

Task force must hold its first meeting by September 15, 2017, and submit a comprehensive report with actionable solutions to the General Assembly and Governor by April 1, 2018.
