Delaware Department of Transportation currently maintains subdivision roads in unincorporated areas using a "complaint driven" system where repairs are only dispatched after residents report issues to the Transportation Management Center

Current system results in inefficient piecemeal repairs and waste of labor hours and materials when multiple nearby road issues could be addressed in a single crew dispatch

Preventative maintenance can prolong road surface life and reduce costs compared to complete resurfacing, but insufficient funding exists for full resurfacing of all needed roads

Secretary of Transportation is encouraged to create recommendations for proactive crew dispatching to systematically review each mile of subdivision roads in subdivisions older than 10 years

Goal is to remedy all easily repairable roadway issues on a suggested annual basis depending on the age, usage, and condition of each roadway
