Directs the Delaware Department of Education and State Board of Education to promulgate regulations prohibiting discrimination in school district employment practices and educational programs on the basis of legally-protected characteristics, including gender identity or expression.

Requires regulations to address discrimination based on race, color, religion, national origin, sex, sexual orientation, gender identity or expression, genetic information, marital status, disability, age, veteran status, and other legally-protected characteristics.

Notes that existing state employment policies protect state employees from gender identity or expression discrimination, but similar protections do not exist for public school students and employees.

References Delaware's 2013 Gender Identity Nondiscrimination Act and existing regulations (14 Del. Admin. Code § 225) that prohibit some forms of discrimination but do not specifically address gender identity or expression in schools.
