Authorizes the Secretary of the Department of Health and Social Services to establish an annual health care cost growth benchmark for Delaware.

Requires the Secretary to develop methodologies for gathering data, selecting data sources, and obtaining actuarial certification to measure total health care cost growth in the state.

Directs the benchmark planning effort to assess health care costs and payment reform efforts, and to consider Delaware Economic Financial Advisory Council (DEFAC) forecasts and revenue/economic growth projections.

Designates fiscal year 2018 as the planning year for developing the benchmark.

Requires the Secretary to consult with stakeholders including House and Senate Health Committee chairs, health care providers, insurers, state worker organizations, and state agencies to develop the benchmark and recommend solutions for reducing health care spending growth while maintaining access to quality care.
