Direct the Office of Management and Budget, Department of Finance, and Office of the Controller General to evaluate implementing Pay for Success methodology in Delaware for social services and economic development projects.

Pay for Success ties government payments to service providers to the achievement of pre-determined, measurable outcomes rather than paying for services regardless of results.

Evaluation must consider implementation potential in existing social services programs and for-profit economic development opportunities, resource requirements, program structure, stakeholder involvement, contracting expertise, and independent validation of metrics.

Private investors provide upfront capital for service delivery or economic development activities with repayment contingent on achieving contractually agreed outcomes.

Submit a comprehensive report to the General Assembly and Governor by December 31, 2017.
