Repeals the Temporary Rules of the House of Representatives and establishes comprehensive Permanent Rules covering legislative procedures, member conduct, committee operations, and House administration.

Includes a comprehensive anti-harassment policy (Rule 16A) with procedures for informal and formal complaints, mandatory training for all members, and investigative protocols conducted by the Ethics Committee.

Establishes rules for bill introduction, amendment procedures, committee assignments, and voting requirements, including the requirement that bills receive fiscal notes before consideration if they involve expenditures or revenue changes of $50,000 or more.

Defines 22 standing committees including Agriculture, Appropriations, Education, Judiciary, and others, with members appointed by the Speaker at the beginning of each General Assembly.

Sets operational standards for House proceedings including attendance requirements, decorum rules, media access policies, and restrictions on use of state resources for campaign activities during election periods.
