Establishes a Manufactured Housing Task Force to comprehensively review and propose revisions to Chapter 70 of Title 25 of the Delaware Code (the Manufactured Home Owners and Community Owners Act).

Task Force composition includes 5 voting members (2 state representatives, 3 manufactured home resident owners, and the Chair of the Delaware Manufactured Home Relocation Authority) and 7 nonvoting members (Attorney General, housing authority director, and representatives from legal aid, law school, REALTORS, and nonprofit housing organizations).

Task Force must prioritize review of rent justification provisions (§§ 7042-7046), change in land use (§ 7010), and right of first offer (§ 7026), while considering court decisions and best practices from other jurisdictions.

First meeting required no later than July 31, 2018, with monthly meetings thereafter; quorum is half plus 1 of voting members and majority vote required for official actions.

Final report with findings and recommendations must be submitted to the General Assembly and Governor by December 31, 2018.
