Establishes temporary rules governing the Delaware House of Representatives' operations, procedures, and member conduct for the 149th General Assembly.

Specifies core operational procedures including meeting times (Tuesdays, Wednesdays, Thursdays at 2:00 PM), committee assignments, bill introduction and voting processes, and debate rules.

Defines 22 standing committees (Agriculture, Appropriations, Education, Judiciary, etc.) and establishes the 5-member Ethics Committee to investigate violations of legislative conduct rules and recommend disciplinary action.

Requires fiscal notes for bills affecting state finances by $50,000 or more, mandates two-day readings for bills, and establishes procedures for amendments, substitute bills, and consent agendas.

Sets rules of conduct for members including conflict-of-interest disclosures, prohibitions on unlawful gratuities and bribes, cellphone restrictions in the chamber, and restrictions on campaign-related mail and materials during election periods.
