Increases Delaware's minimum wage from $8.25 per hour (effective June 1, 2015) to $10.25 per hour through annual 50-cent increases: $8.75 (October 1, 2017), $9.25 (October 1, 2018), $9.75 (October 1, 2019), and $10.25 (October 1, 2020).

Establishes automatic cost-of-living adjustments to the minimum wage after October 1, 2020, based on the federal Social Security Act adjustment percentage, with employers required to implement increases within 90 days of federal Social Security benefit increases.

Requires employers to pay the federal minimum wage if it exceeds Delaware's state minimum wage, and mandates cost-of-living adjustments in years when the federal minimum wage does not increase.

Makes technical corrections to existing minimum wage law regarding the state's deference to federal minimum wage standards.
