• Extends annual fee authorization for Delaware's Clean Air Act Title V Operating Permit Program from 2018-2020, replacing the previous authorization that expired December 31, 2017

• Maintains two-component fee structure: base fees (ranging from $5,700 to $277,020 based on 10 operating hour categories) and user fees (ranging from $3,950 to $350,000 based on 9 emission tonnage categories)

• Updates data sources for fee calculations from 2011-2013 to 2012-2016 engineering and compliance hours, and changes emission inventory reference year from 2011 to 2014

• Increases total program annual fee reduction credits from $300,000 to $385,000 for eligible facilities with active Title V permits as of December 31, 2017

• Repeals requirements for a Title V Operating Permit Program Management Review, which was completed and reported in April 2017
