Creates the Delaware Student Entrepreneur Fund with up to $2 million in annual grants from the Delaware Strategic Fund to support student entrepreneurs from Delaware higher education institutions and recent graduates (within 3 years).

Establishes the Delaware Student Entrepreneur Platform to provide crowdsourcing services, crowdfunding opportunities, visa sponsorship assistance (including OPT and H-1B/EB-2 visas for immigrant entrepreneurs), and incubator/accelerator programs.

Requires entities created through the program to be organized under Delaware law and maintain their principal place of business in Delaware for at least 10 years.

Creates the Delaware Student Entrepreneur Advisory Committee composed of representatives from state agencies, all three Delaware higher education institutions, entrepreneurial support organizations, and appointees from the Governor and legislative leadership to oversee the platform and ensure non-discriminatory access.

Directs the University of Delaware to develop and launch a Pilot Project of the Delaware Student Entrepreneur Platform by the end of 2017, with annual reporting to the Governor and General Assembly on funded projects, employment creation, and program effectiveness.
