Establishes the Delaware Voluntary Property Assessed Clean Energy (D-PACE) program to provide financing for clean energy systems and energy-efficient technologies on commercial properties in Delaware through voluntary property assessments.

Designates the Sustainable Energy Utility (SEU) to administer the program, set underwriting criteria, and develop comprehensive program guidelines in consultation with state agencies, utilities, and stakeholders.

Allows benefit assessments to cover up to 100% of project costs and remain as superior liens on properties that survive foreclosure and transfer to new owners, with past-due balances payable at property transfers.

Permits the SEU to work with third-party capital providers to offer loans directly to property owners and to sell or assign assessment liens to other entities with full collection and foreclosure rights.

Requires the SEU to hold a public hearing with at least 20 days' notice before adopting final program guidelines, which must be approved by the SEU Board of Directors before the program becomes operational.
