Removes requirement that individuals establish proof of identity through photo identification to qualify for the Spay/Neuter Fund program.

Expands exceptions to preadoption spay/neuter and rabies inoculation mandate to include dogs or cats under 6 months old if adopter posts a $75 deposit.

Changes veterinarian participation application period from indefinite to 2-year terms, with preset fees subject to revision at 2-year intervals in consultation with the Delaware Veterinary Medical Association.

Modifies reimbursement procedures to require submission of animal sterilization form signed by owner and veterinarian along with completed Spay/Neuter Fund Certificate signed by performing veterinarian.

Reinstates Performance Review Committee as Spay/Neuter Performance Review Committee and revises membership to include Executive Directors of animal welfare organizations (First State Animal Center—SPCA, Faithful Friends Animal Society, Delaware Humane Association, Brandywine Valley SPCA) and six additional county-based members appointed by Chairperson.
