Prohibits individuals with adjudications of delinquency involving physical or sexual assault crimes from working as employees, volunteers, or contractors for child-serving entities for 10 years following the adjudication date.

Applies the prohibition to assault crimes against children or adults, including crimes such as assault in various degrees, rape, sexual abuse, child abuse, vehicular homicide, and other specified offenses under Title 11 of Delaware Code.

Expands existing restrictions that previously applied only to felony convictions to now include juvenile delinquency adjudications.

Defines "child-serving entities" to include DSCYF, residential child-care facilities, public and private schools, child-care providers, youth camps, and facilities receiving Federal Child Care Development Block Grant funds.
