Imposes a two-year moratorium on the Department of Natural Resources and Environmental Control's publication, distribution, or disclosure of natural resource data collected from private property.

Designates natural resource data collected during the moratorium period as non-public records exempt from disclosure under Delaware's public records law.

Requires the Department to obtain written consent from property owners before retaining or using any natural resource data after the moratorium expires.

Mandates expungement of all natural resource data unless the Department first discloses the collection date and method to the property owner in writing and receives written consent to retain it.

Addresses the Department's historical pattern of collecting natural resource data on private lands without property owner consent since at least 1988.
